To create your own theme first of all go to OwnSkin.com .You need an account to start creating your own theme.You can register by Clicking on the Sign Up located at top left. 
The Sign Up is simple after signing up log in to your account and click on the “Create” tab.
You will be taken to a choose Phone page.There are nearly every possible Cell Phone Models available.Select your desired mobile.There are two type of editors available “Professional Theme Creator” which lets you edit a lot of elements and even edit saved themes and “Express Theme Creator ” which lets you create theme in 3 quick steps but doesn’t has much functionality 
In this post we will be using the “Professional Theme Editior” .The Professional Theme Editor is an advanced editor and may take up some time to load on a slow speed connection .The interface is quite Vistaish and sleek.
OwnSkin.com’s editor provides with you a lot of oppurtinities to change every possible elements that includes icons , personalized icons for different menus,persoanlized calendar ,radio , camera interface etc.
After you are done click on the “Done” button.You will be taken to a menu which has 4 options.If you wish to save the theme and make it available for download on OwnSkin.com or for your private use then click “Save” . To just Download the theme to your PC click on the “Download” button. If you dont like the theme and wish to recreate it by clearning all the actions click “Recreate New” or if you think you have something more left to do with the theme and wish to go back to the theme editor Click “Cancel”. 
The theme will be saved to your profile and can be accessed by clicking your profile link located at the top left Tab or by directly going to this link.If you allow your theme for public access then your skin also gets its own page.For e.g here is my simply blue theme created with ownskin.com .You also get a widget to share it with your friends .
You can also get a widget for all the skins you created by visiting your profile page.
Conclusding part,although OwnSkin.com provides you a great space to create mobile themes but on the social side it fails. If you are looking for more audience to share your theme then you must try other sites.
